Reformatics supported the Ministry for Investment of the Kyrgyz Republic (KR) on its agenda to attract FDI into the labour intensive sectors of the economy. The project was undertaken as a part of the Kyrgyz government’s post-COVID-19 recovery efforts and was funded by the EBRD.
Reformatics’ experts assessed the impact of Covid-19 on SMEs in key sectors of the economy as well as the labour market situation in the KR, including temporary Covid-related impact and longer-term trends in labour migration and business environment. Particular focus was directed towards horizontal issues such as property rights, tax and regulatory pressure on businesses, access to infrastructure and utilities, pre/post-establishment treatment of foreign investors and investment opportunities in key value chains.
As a result, Reformatics’ team produced structured and practical recommendations on (i) business climate reforms and ii) investment promotion/coordination policies aimed at attracting higher volumes of investment, focusing among others on quick wins in the immediate aftermath of the Covid-19 crisis.
