წინამდებარე დოკუმენტი - მესამე რესპუბლიკა - შემუშავებულია ნიკა გილაურისა და კომპანია რეფორმატიკსის მიერ და წარმოადგენს საქართველოს განვითარების ხედვას და რეფორმების გეგმას საშუალოვადიან პერსპექტივაში. რატომ ახლა და რას ნიშნავს მესამე რესპუბლიკა?საქართველოს პირველი რესპუბლიკა ჩამოყალიბდა 1918 წლის 26 მაისს და ის გაუქმდა საბჭოთა რუსეთის მიერ ანექსიის პირობებში 1921 წლის 25 თებერვალს. საქართველოს მეორე რესპუბლიკა ჩამოყალიბდა საბჭოთა კავშირის დაშლის და საქართველოს დამოუკიდებლობის აღდგენის შედეგად 1991 წლის 9 აპრილს და ის დღემდე არსებობს. სამწუხაროდ, ორივე ზემოთ აღნიშნული პერიოდის განმავლობაში საქართველოს უდიდეს პრობლემას წარმოადგენდა რუსეთის ძალმომრეობითი დამოკიდებულება ჩვენი ქვეყნისადმი - ჩვენი ტერიტორიების ოკუპაცია, საგარეო ვექტორის კონტროლის სურვილი და პროდასავლური რეფორმების ხელშეშლის მცდელობა.წარმოდგენილი ხედვის და გეგმის მთავარი მიზანია, რომ საქართველო გახდეს გეოპოლიტიკურად და შიდასახელმწიფოებრივად უსაფრთხო ქვეყანა, მოსახლეობის მაღალი კეთილდღეობის დონით და სწრაფი ეკონომიკური ზრდის ტემპით - სახელმწიფო მდიდარი ოჯახით და დაცული საზღვრებით. ზემოხსენებული მიზნის მისაღწევად უმნიშვნელოვანესია ქართული ქარტიის პრინციპები და ამ დოკუმენტის ირგვლივ პროდასავლური ძალების ერთიანობა.საქართველო მესამე რესპუბლიკად ჩამოყალიბდება მაშინ, როდესაც ქვეყანა ჩამოშორდება რუსეთის ორბიტას და მისი უსაფრთხოება იქნება უზრუნველყოფილი, როდესაც საქართველო გახდება ევროპული ოჯახის წევრი ევროპული ინსტიტუტებით, გარანტირებული იქნება ადამიანის უფლებების დაცვა, თავისუფალი სასამართლო, სრულად გამჭვირვალე და თავისუფალი არჩევნები და თავისუფალი მედია, და როდესაც ჩვენ გავხდებით მაღალშემოსავლიანი ქვეყანა და აღვადგენთ ჩვენს ტერიტორიულ მთლიანობას.დოკუმენტში შემოთავაზებული რეფორმები, სრულად და თანმიმდევრულად განხორციელების შემთხვევაში, შედეგად მოგვიტანს საქართველოს ევროატლანტიკურ ინტეგრაციას, 2029 წლამდე ჩვენი ქვეყნის მაღალშემოსავლიან ეკონომიკად გადაქცევას, სიღარიბისა და უმუშევრობის თითქმის 80%-იან შემცირებას და საფუძველს ჩაუყრის საქართველოს მესამე რესპუბლიკის ჩამოყალიბებას.დოკუმენტის სანახავად ეწვიეთ ბმულს.

British Parliament consults Reformatics

Tamara Kovziridze, Partner and Senior Director at Reformatics was invited to Exiting the European Union Committee of the British Parliament (House of Commons). The purpose of the visit to the UK Parliament was to share information and expertise to the MPs on the Association Agreement (AA) and the Deep and Comprehensive Free Trade Area (DCFTA) between Georgia and the European Union.While evaluating various possible models of EU-UK relations post Brexit, the 31st of January meeting of the Committee on Exiting the European Union was dedicated to an in-depth analysis of the association model and its strengths and weaknesses for the UK. Among other aspects, Tamara shared information to the Members of the UK Parliament on the structure and essence of the agreement, market access conditions, safety and industrial standards regulations, trade in services, dispute resolution and institutional provisions, as well as legislative approximation provisions of the AA/DCFTA. All these and other elements will be decisive in determining a suitable model of trade and economic relations between the UK and the EU.Prior to co-founding Reformatics in 2012, in her capacity as Georgian Government official, Tamara Kovziridze led a number of key trade negotiations such as the EU-Georgia DCFTA, Turkish-Georgian FTA as well as Georgia′s negotiations on the WTO accession of the Russian Federation. Nika Gilauri Speaks at The Nigerian Bar Association′S Annual General Conference in Lagos

Managing Partner and Founder of Reformatics, Mr. Nika Gilauri, has been invited by the Government of Nigeria to participate in the Annual General Conference hosted by the Nigeria′s Bar Association (NBA) in Lagos, Nigeria. The topic of the 57th annual conference was - ″African Business: Penetrating through Institution Building″.In his address to the audience of the conference, Mr. Gilauri focused on the key areas aimed at helping the country′s economy to rapidly recover and embark on robust economic growth. Considering the experience of successful government reforms, including in Georgia and internationally, Mr. Gilauri proposed a wide range of reform ideas and formulas, which could be implemented in Nigeria for the promotion of rapid economic development and attraction of private investment to the country. These reform proposals target areas such as increasing efficiency of state owned companies through privatization, IPOs, Eurobond issuance and PPP, anticorruption and institution building reforms and improvement of public service delivery. At the conference Mr. Gilauri also assessed the Government′s Economic Recovery and Growth Plan for 2017-2020 adopted recently by the Government of Nigeria.Reformatics has been working with the Government of Nigeria since the beginning of 2017. Our experts assisted the GoN to undertake business environment reforms aimed at the improvement of the country’s rank in the Doing Business 2018 report yet to be published by the World Bank Group. More than 100 reform proposals were suggested by Reformatics, which were reflected in the 60-day reform plan approved by Presidential Enabling Business Environment Council (PEBEC) Majority of short-term reform proposals have already been implemented with the assistance of Reformatics experts.

Nika Gilauri visits EBRD and World Bank to present his book on Georgian reforms

Last week, Mr. Nika Gilauri, Founder and Managing Partner of Reformatics, shared findings from his new book Practical Economics at the EBRD and World Bank headquarters in London and Washington, DC.Reflecting on the current “global economic reshuffling” and its implications on the developing economies in the world, Mr. Gilauri discussed his own experience of economic transformation in Georgia and various countries globally, where he and his team have been advising governments on economic and business climate reforms. Presentations at the EBRD and World Bank were dedicated to the discussion of the success story of Georgia and its sweeping economic reforms implemented in a very short period of time, moving the country from a near-failed state in 2003 to a well-functioning market economy in 2012. This success story of Georgia encourages developing economies to learn from the Georgian experience, including successes and failures, and implement rapid, fast and result-oriented reforms to boost economic growth.“The lesson learned from Georgia’s reforms of 2004-2012 and resulting robust growth is that the pain of implementing rapid economic changes and transformation is worthwhile. Developing economies are advised to use the momentum and enable  economic transformation, push for deep changes now and effectively address existing economic challenges,” said Mr. Nika Gilauri.
