Reformatics led a consortium with GLCC Solutions to provide consultancy services to the State Committee for City Building and Architecture of Azerbaijan, within the framework of the Azerbaijan Investment Climate and Agribusiness Competitiveness Project. The project was funded by the World Bank Group (WBG).
Reformatics situation and comparative analysis, based on which it provided tailor-made policy recommendations and proposed respective legislative amendments to the Client. The recommendations included primary and secondary construction permitting and city planning regulations. Besides, the public awareness manual and the implementation plan were drafted.
With the assistance of the consultant, the Government of Azerbaijan implemented the recommendations and adopted the Presidential Decree No. 460 aimed at simplification of the construction permit and commissioning permit procedures for selected construction projects. As a result of the project, Azerbaijan improved its position in the Dealing with Construction Permits topic.
